In yet another incident, a section of the under construction bridge over the Chipu River, which would connect Lower Dibang Valley district with Lohit district, has also collapsed on Thursday. As per the BRO, the construction agency, the flaw occurred because the flash flood caused by the river following the continuous rainfall, washed away the 'staging' of the pier, which was still under construction.
The BRO informed that they had identified the damage in the staging on the previous day and had made arrangements to take remedial measures. However, just as labourers were deployed to work on it today, at around 7 am, the staging was washed away, bringing the entire section of the bridge crashing down.
A labourer who was injured in the process was immediately shifted to the GREF Hospital at Tezu, informed the BRO.
Reportedly, the bridge which was estimated for completion by October 2017 will now be delayed by a month or two.
The constant rain has resulted in an alarming rise in the water level of the rivers here. Many areas in the town, and adjoining villages, are suffering from water logging and overflowing, as the rain seems to be ceaseless.

Reports of massive soil erosion along with losses of private properties are also being received from various pockets of the district. Around 200 hectors of cultivated land, especially paddy fields are submerged by flood water. However, the actual loss can be ascertained only after the flood water recedes.
The Namsai District Administration has directed all agencies concerned to keep a close look out on the flood situation and to ensure all necessary precautionary measure to avert any untoward incident.
Necessary relief materials are being provided to the affected people by the District Administration, while people residing in river bank areas have been alerted.
While no loss of human life has been reported, the Namsai District Administration has imposed complete ban on fishing.
Meanwhile, incessant rain also triggered landslides at two different points on the

Flash flood also hit Silluk Village under Mebo circle of East Siang this afternoon. Siluk River flooded many homes and villagers were seen busy keeping their possession in safer places. However, there was no report of any casualty.
The Siku Bridge which connects Pasighat with Roing has also been reportedly washed away by the flood.
Leporiang ZPM, Nabam Tara informed that the state government has not taken up any action to clear the blockade on the PMGSY road from Leporiang to Pape Panchayat, which remained cut off for the last three months due to landslides.
Teaching staff and students of Government Residential School, Pape Sango have been facing severe hardship as there is no transportation of ration items due to road blockade, he said.
BJP ends marriage with PPA in state executive meet
ITANAGAR, Aug 10: The Bharatiya Janata Party (BJP) has parted ways with its North East Democratic Alliance (NEDA) partner, the People's Party of Arunachal (PPA).
The official announcement towards it was made on Thursday by state BJP President Tapir Gao during the state executive meeting of the BJP. NEDA Convenor Himanta Biswa Sarma passed on the decision of the central BJP leaders to break alliance to Gao, who made the announcement.
In a release, the BJP informed that Sarma was to attend the meeting and make the announcement, but could not reach Itanagar due to inclement weather.
Meanwhile, the PPA has stated that it is yet to receive an official communication.
"Till now we have not received any official communication in this regard. Our leaders are meeting tomorrow and we will react after that. We had already written to BJP President Amit Shah and the NEDA Convenor placing our condition on running the coalition," said PPA leader Kaling Jerang.
The breakdown in relation between two parties is not surprising considering the fact that PPA leader Takam Pario had rebelled against Chief Minister Pema Khandu and almost brought down his government. It is reported that even after Pema Khandu joined the BJP to form the saffron government, Pario remained in touch with certain BJP MLAs who are not happy with Khandu. Sensing danger, Pema reportedly pressed party high command to break the alliance with PPA.
Meanwhile, addressing the state executive meeting of the BJP, state BJP President Tapir Gao urged all the delegates to actively counter the baseless rumours being thrown about by the opposition parties and rumour mongers about instability of the Pema Khandu Government.

Pema said that everyone, including the Chief Minister has to perform or perish. Every two months, there is revision of performance of chief ministers by the Prime Minister and accordingly everyone has to be accountable, he said.

denomination Rs 20 in the Mahatma Gandhi series -
The new notes will be bearing inset letter 'S' in the number panels and signature of RBI Governor Dr Urjit R Patel, the RBI said in a release.
The design of the new notes will be similar in all respects to the Rs 20 notes in the same series issued earlier. All the bank notes in the denomination of Rs 20 issued by the bank in the past will continue to be legal tender, the release added.

Teachers' association seeks timely issue of textbooks
ITANAGAR, Aug 10: The All Arunachal Pradesh Elementary Teachers Association (AAPETA) has in a memorandum to the state Chief Secretary on Thursday, appealed to her to direct the department to ensure timely supply of textbooks to the schools.
The AAPETA in its memorandum claimed that inordinate delay in issue of textbooks to government schools hampers timely completion of syllabus, resulting in poor performance in examinations.
It also demanded promotion of regular Assistant Teacher (AT) to Junior Teacher (JT) of 1992 to 1999 batch in one go, strict implementation of one man, one post policy and reshuffling of DDSEs over staying their normal tenure in a particular district. It has also threatened to launch democratic action in case its demands are not met with soon.

Food Commission meets to prepare annual report
ITANAGAR, Aug 10: A meeting regarding preparation of the annual report pertaining to the state Food Commission was held here on Thursday in the Directorate of Higher Education.
Making an opening remark on the functioning of the state Food Commission, Arunachal Pradesh State Food Commission (APSFC) Chairman, Dr Joram Begi highlighted the importance of the Commission as envisaged in the National Food Security Act (NFSA), 2013 and placed the issues requiring utmost attention in proper implementation of the Act in the state through the Department of Food & Civil Supplies, Department of Women & Child Development and Department of Elementary Education.
Director of Food and Civil Supplies, Liyon Borang, Director of Woman and Child Development, Tokmem Pertin Loyi and Director of Elementary Education, Tapi Gao presented reports on implementation of NFSA of their respective departments before the APSFC.
Sharing her recent experiences of district tours, APSFC Member, Nanom Jamoh highlighted the numerous impediments in proper implementation of NFSA in the state. She appreciated initiations and dedication of some of the district officers in implementation of NFSA despite the impediments.
For early preparation of annual report of the APSFC to the state government, the Chairman instructed the line departments to prepare department wise report within 10 days time.

‘Provide road connectivity in remote areas of U/Subansiri’
DAPORIJO, Aug 10: Informing that areas like Taksing circle, Maza under Limeking circle, Tongdara, Riiala and Kodo Pass areas under Nacho circle of Upper Subansiri district bordering China do not have proper road connectivity, the Siyum, Nacho, Limeking, Taksing Border Area Intellectual Forum (SINALITA BAIF) has appealed to the state government to ensure early construction of the same in the larger interest of the people of the areas.
It has also urged both central and state governments to grant special development package to the said areas, saying that schemes under BADP are often insufficient to take up all developmental activities there.
'Taksing circle, having a population of over a thousand people is situated nearest to the Mc Mohan Line. However, there is no proper road communication yet. The road between Kette Nallah to Taksing circle has remained dilapidated since the last 15 years, while the construction of road between Gele Sinyik to Maza has been delayed for a couple of years. Remote areas like Maza, Tongdara, Rijala and Kodo also do not have any road connectivity,' the Forum claimed.

APST asked to provide financial aid for bus accident victims
ITANAGAR, Aug 10: The Kargu Kardi Students' Union (KKSU), in a letter to the APST General Manager has appealed for release of financial assistance to the passengers who received major injuries in the APST bus accident near Pushi Doke village recently.
The Union said that one of the passengers of the bus, identified as Gepe Boje, lost four teeth and sustained injuries on the forehead, while the right arm of his son was completely fractured and he is undergoing treatment in Tomo Riba State Hospital in Naharlagun. They need financial assistance for further treatment for complete recovery, the Union said.
It further alleged that the bus accident occurred due to the carelessness of the driver. The conductor had jumped from the bus just before the accident and managed to escape from the spot without giving any information about the bus accident to the people or the police, the Union claimed.

Be prepared for any eventuality
The detection of four cases of swine flu in East Siang district should worry the officials of health department. Regional Medical Research Center, Dibrugarh disclosed the detection of swine flu after four samples collected for testing Influenza A and Swine Flu H1N1were found positive. Though health department has allayed fear claiming that case is not serious, everyone needs to be on their toe. With monsoon battering the state there are every chance of epidemic outbreak. Departments like health, PHE, urban development and municipalities will have to coordinate and work together to face any eventualities.
On regular basis government should review the preparedness of health department to deal with any potential health crisis. Also there is need to ensure the availabilities of doctors, nurses and medicines in the hospitals especially in those located in interior areas. Strict action should be taken against those health department officials who remains absent from their place of postings. Govt should remain prepared in true sense to face any kind of health crisis.

The State politics is in the transition period. The merging of State's 'old' and newly arrived BJP must be tricky enough. His hands must be full!
It would not be unfair, at the same time to say, if the claims of the APCC is true that a certain Bureaucrat at the top of the system is erring, that must be dealt with. And if the charges of APCC against the CM himself is true, then the CM must confess it and repent. And if the charges are false, let honorable CM call a press conf and lay out his case for all to hear. Let there be transparency.
I would appeal to our elected leaders to think of the common people in your constituencies! Think of their issues, their struggles, their letters and memorandums submitted to you over the years! Think of your promises to them! Think of the finance you 'sanctioned' for them in public meetings, but are not given as yet. Think of the benefits that could be theirs. If you would only stop to think of the amount of responsibilities you have for the development of people you represent, you will not have time to scheme or plot. You would be consumed in service and dedication! You will not be able to make yourself as the center of your decisions; rather you would be making your people as the center of your service!
Anyway, when the day comes, when you will no longer be the MLA/Minister/CM and so on, the good deeds you have done for the good of the voiceless, the common man will continue to bear witness to your greatness. Rich people are easily forgotten, but a merciful person is cherished long after he / she is gone. Service is an opportunity.
Let us do it now! Tomorrow may be too late to try.
